I gotta agree with xwing completely. From several news reports I've seen it seems that the sheeple will stand around and demand in a very loud manner to the cameras that .gov show up and save their behinds. It's hard for me to imagine city dwellers leaving behind their 4G and starbucks to sleep on cold hard ground where the only light is from stars and the water doesn't come out of a 1 liter bottle. Can't remember who said the line about us being 9 meals away from anarchy but from all evidence it is very true. Witness the rampage in a McDonald's when a customer can't have their mcnuggets. After a few days without food any population center should be considered a death trap.
After the hurricane hit NYC, I saw things that literally left me speechless (a pretty rare thing), dozens of people lined up awaiting their turn at the generator to charge a smartphone so they can check their facebook? A mother with 2 young children, holding bags of food and bottled water, complaining in a camera that she couldnt have EXTRA blankets? And this was with several days advance notice of the storm making landfall.
I personally can't see a scenario where the bulk of the population would actually flee their comfort zone and "head for the hills"
