Just got a brand new one in the mail that I picked up on fleabay for 43.99 + 5.00 shipping and they even added a field jacket liner as an appreciation gift and a hand written thank you note!
So now between my 40 degree bag, synthetic bag liner and bivy I have my own ECWS (though I am sure it isn't as good as the military version, it should do well in our AO)
i ALSO picked up 2 compact 40degree bags with compression sacks for 15 bucks (clearance, reg price 50.00) each at walmart. they are super small but dang they are heavier than my full size mummy bag

If you can't find a complete milsurp ECW sleeping system for a good price then try finding the black sleeping bag that makes up part of it. It's not meant for arctic or antarctic climates, but it's definitely rated for a much colder temperature than 40 degrees. When my wife was still pregnant I would sleep in her car while she was at work at night during winter time, and I would use the black bag to sleep in despite the internal car temp being well below 32 F. If it was expected to be below zero I used the whole milsurp system. Other than my feet I'd be as snug and warm as a cat sleeping by a lit fireplace.
