He's a bit long winded but overall, I don't think its a bad idea. Not sure if I agree with his thoughts on the mice. They don't always need a reason to chew into something. Maybe add some mint oil to discourage them from digging in.

It used to be that TP would store indefinitely. Not so anymore. What is sold today will fall apart within 10 years. It is a difference in how it's made now.
Treat it like any other consumable prep and rotate your stock.

Your right on about the mice. Have no idea where he hails from but he definitely knows nothing about mice. All that extra warm heat in those rafters gives mice an extra reason to seek out those tubes. Oops! He does have a good idea on storing and stashing them with his tubes and on the braces he set up along the rafters.
