Lacks a lot of info. I've drilled wells. 2 for myself and 2 for friends. There are much easier ways. A drill is not required. I have been to 73 feet in about 35 minutes. Drilled to shallow wells for gardens, 22ft, in less than 15 minutes.
Never seen the set up he has. Volume and pressure from a water hose can be done, no doubt, but would be slow and diameter size would be limited.
A small jet well around here of 60-75 ft provides a great well with flows of as much as 7-8 gallons per minutes. Go with 4in casing and 2.5hp pump and 10-14 gallons in not impossible. And can all be done with easy cheap material to drill with.
Just some thoughts.

With the right velocity/pressure, even rock can be drilled through with water.

With the right velocity/pressure, even rock can be drilled through with water. One of the coolest cutters I have seen used high pressure water to cut concrete and re-bar. It left an excellent smooth finish.
