Interesting document.
Page 10 Now thats odd. Hard science not 'consensus science' has already been established on that except for one thing. No documents publically available anywhere mention a specific frequency of incident. There are docs that list a range and probability.
Have they learned something they do not want the public knowing?

What strange bedfellows. Postal service? And what a disappointment for the norm. All those agencies and people and only a 44 page report. I bet it didn't take more than 100 meetings over a 14 month period to produce it
