STABILITY OPERATIONS
During and after a no s$it SHTF event , once things have settled down to either a long term or unknown term event , you need a plan to “stabilize” where you are and work toward stability.
Some will argue against a ”military like” structure, before/during/after an event, but I cannot see anything short of command and control working.
In fact, I think, a mini-containment type Marshal Law would be required.
Either way, certain/specific things need to happen to create stability after the chaos.
If your by you’re self out in the woods, its all up to you.
But I think when things settle down individuals will migrate to other individuals and group order will be required.
Either by democracy or survival of the fittest, someone will be in command and giving out the rules and assigning tasks, etc.
The above manual may help explain the concept of the goal and the stages to get there. Think of it more as a concept and pick the basic topics you think you might need and adjust your plan accordingly.
But, the manual contains a lot of over-kill, its designed around the nation, yours needs to cover your mini-community.
Which is why your plan needs to include, before/during/after + defense/offence/stability.
The following objectives give an example:
Access to and delivery of basic needs ensured. Food, water, shelter, first aid for one is the same for all, as well as a plan to improve
Right of return ensured. The expectation that being with the group is a temporary fix not a long term solution
Transitional justice and reconciliation promoted. Wrongs need to be righted to the satisfaction of the group
Peaceful coexistence supported.
Security, location, numbers, accountability
Humanitarian and social well-being, basic needs and sanitation
Governance and participation, someone is in charge and has the last word, but there is room for discussion
Economic stabilization and infrastructure - think barter, or everyone contributes something toward what they get in return.
