Only if they are recognized as such. How would they not be? How does one carry these items on a daily basis and not be questioned as to why youre carrying burglary tools? Would you carry them in your back pocket or in a bag? Do you say youre a two tooled tradesman on your way to a jobsite? Some cities are more restrictive than others. With that said, your statement of "most cities" is vague at best. As to how one would go about it, I've done it in NYC, Tokyo, Paris, L.A, Seattle, Caracas, Lima, Atlanta to name a few. Of them all, Tokyo was the only place I ever had trouble out of it, then again, it's kind of hard to go unnoticed there when you're 6'4". Specifics on what city we are discussing would change how you would go about as well. London for instance would have you in jail fast if your carrying around any crowbar or screw driver outside of a jobsite. However, they would hardly bat an eye over a cane if no seams were apparent, and you actually used it properly. The same goes for anything of the nature. As for the mace, that is actually the hardest one to manage. Having it at ready in NYC would be a problem if your caught with it. However, if you have a few seconds to prepare, there are multiple dry ingredient mixes just waiting to be mixed. That is assuming you don't want to hide it among medical devices such as a bronchial inhaler (not a good idea if you actually need them for asthma). Bottom line is, there is a way to get it done. On the other hand, if your just wanting it in case SHTF, caches would work better with lower risk.
