I make sure each of my bags is organized and waterproof. Every item is either waterproof or inside some waterproof container (like a zip loc bag or tupperware tub). I organize my bags like file drawers from front to back so everything is organized and accessible. People who pack bottom to top have to dump contents or dig just to get to something they need.
How do you organize your bags?

I have items such as clothing in zip lock bags and then in seperate bags I have the first aid kit, extra lighter/matches etc. Pretty much anything that can be damaged by water is in a bag. The poncho I have is also big enough and sturdy enough to cover the pack while I am wearing it. It packs easier this way because I can package the bags to where most of them are the same size and can organize it better.

I use ziplocs for waterproofing items also. Some items like liquid soaps or tubes of ointment get bagged separately first, then placed in appropriate bag of like items.

a few ziplocs, a couple drybags (sealine, surplus), a few things in hard plastic cases (Pelican). I live in the pacific northwet so precipitation is a constant deal, submersion due to a fall or swim is less of an issue.

I broke out the vacc sealer for a couple of things, others in double ziplocks, and others are unprotected...somethings have a special pocket or place, the rest is an organized mess! Gotta work on that!

When first seeing the "Like a dumpster" line, I thought of all the individual garbage bags stuffed into a dumpster. It was the same on the second and third reading... nothing like dealing with completely undisciplined kids and toddlers for several hours to fry my brain.
OK, in and on my bag there is a variety of methods used, much like Dink's except that I don't own a vacuum sealer. I have ziplocks, "dry bags", and other kinds of containers for holding different categories of the stuff. I try to keep stuff used for a purpose together, i.e. fire stuff with fire stuff, cooking stuff with cooking stuff, etc. When I purchase/make/receive as a gift something else that I want to add to the bag, I usually toss it on top unless it requires its own special treatment (e.g. fish hooks need to be contained in something so they don't stab me). Every few weeks, I go through the bag and restore it to a properly organized state. Stuff may need to be rotated, compressed, repackaged, or switched to a different location to make better use of available space. Additions of "small stuff" may result in my bag being rather disorganized for a while.

i vacuum seal clothes (not only does this make them waterproof but takes less space) everything else is in ziplock bags, also the bag i use has multiple compartments and they hold different items depending on the compartment, one is first aid, another is food, the main compartment is clothes, hygene and sundries, it also has 2 molle pouches on the sides 1 is fire starting the other is illumination and the padded pouch on the back is my binoculars.
the fannypack that is attached carrys the same stuff but in smaller quantities and the belt pouch the same, also i have 2 millspec ponchos in O/D green that are big enough to cover everything

Organized....or at least to me it's sorta organized meaning, "it's in there somewhere's! It's pretty waterproof unless I leave the windows down (that's been known to happen!) Believe it or not when Thywar came over he had this much to take as well and, yes, we got it all in there and even had room for him to sit up front too! ;D
