I don't know if it's the same brand or not but DH bought one just like that for me and it's not worth even that bargain price + shipping if it's the same one.

I paid my $11.00 two years ago at BIG 5. As renegade said "Fire steel is OK" I'll say it's very good. Tested dozen times.
geron or should I say General, How come I got different price it shows: $6.54? What's the secret? Do they change price daily?

This is not what I would want for my own personal use. It is a 440C martensitic stainless steel, and a cheap one at that with the major constituent of chromium being just barely into the 440C range. (15.95%) and on the high end of the carbon range at 1.19% for the blade I've put a PMI gun on.
Having said that, it's better than a rock. While it may be a lower quality of 440C, it still gets there 'barely'. As such it will with proper treatment, serve as intended. This is the sort of thing you buy and put back for trade stock after you've taken the crappy fake paracord off of it. I say this as I would never trade an item I felt would fail the person I traded with. That's bad business, and especially in a post SHTF scenerio.

I would disagree a little bit here. If I traded it for something it would be a fair and equal value trade. I might not get a great item in return for a not so great knife. I'll tell him the knife has its limitations and to take care of it. After that it's on him to maintain it and know it's limitations. Buyer beware kind of thing... cause I could trade him a Glock for something that works perfectly for something of equal value and if he misuses that Glock and it blows up on him, then that isn't my doing. Same thing.. fair disclosure on the knife and if he makes the trade then we're good. IMO
