a good bivy makes a big difference.
got hammock issues in the cold, think bivy.
now if its just brutal wet and cold think bivy = body bag.
think i am kidding, i am not
no wind and no fluid will get through a body bag. Get one with a zipper that works both ways from bottom or top so you can circulate just a little of your heat. it works but i won't tell how i know.

or one for the wind and a sled i have used a trash can lid for a sled
still carry a couple of contractor sized trash bags in the kits.
makes a tent, windbreak or sleep sack, collect rain in a corner or fill with leaves for a bed. like paracord, endless possibilities.
