I'm a little confused about this, but there is probably more to the story than I know. That being said, I understand that your neighbor is an azzhat. IF he lives across the street and has installed cameras that point out toward the street (seems like a normal direction to point them) and you are on the other side of the street..... Most security cameras shoot a fairly wide field a view, so recording something through a window across the street seems unlikely....unless these are not typical security cameras and they are zoomed in on your windows. Is it possible that since he has become a less than neighborly neighbor that he has been the recipient of vandalism or threats? If so, a security system would seem prudent. If that is the case - DO NOT be the one messing with his cameras because then it will be assumed that you are the one that communicated threats to him. Valid points. I suppose this is all hear say when you boil it all down. The houses are across the street but offset, and the second neighbor was unsettled about having multiple camera views focused at our windows while neglecting his property. I suppose he could be lieing but not sure how that benefits himself or the neighbor with the cameras if they are in on some scheme together past trying to bait me into an altercationif some sort.

Mount a few of your own cameras, or even dummy cameras trained on your neighbors windows. If they say something to you about not liking you watching and or recording them, then you know what they are doing. If they are on the up and up, the thought process won't likely occur, rather it would be a positive reaction with the neighbor thinking your getting smart.

Spoke to a lawyer weekend warrior that plays a jag officer once a month and according to him and his interpretation of the law its more legal than illegal at the moment. AFter speaking with several other neighbors, a few that are crazy tech savvy, and playing with some home grown tech toys I am slighlty more at ease that his WIRELESS 2.4 ghz not encrypted cameras are not zoomed in on my windows. I have learned why wireless cameras are a bad choice when making a home security system. The vunerabilities are staggering.
Still think he might have a wired camera, but we are playing with some bright IR lights on a random switch cycling on/off times hopefully forcing his camera which are thought to be motion activated to essentially overload the storage system if he has one and loaded it up with loads of useless blurry constantly focusing recordings.
If nothing else, aside from a pissed off wife its been an interesting and steep learning curve.
