I went to using plastic soap dishes with a hinged lid for my small kits. I can get more in one and can buy different colors for different applications. Ones I don't intend on opening until I use them are wrapped in duct tape, the others in jute or paracord, then a quart sized plastic bag and rubber banded.

I like the color coded idea too plus those don't rust over time.
